Licensing of license fees under the National Environment Act No. 47 of 1980

In accordance with the powers assigned under section 26 of the Act, in accordance with the regulations assigned under the relevant amendments of the said Act, in relation to the businesses and industries established and maintained within the jurisdiction of the Karandeniya Pradeshiya Sabha in accordance with the powers assigned by the Central Environment Authority. Those operating the industry must obtain a license. An examination fee shall be paid for such licence, depending on the extent.

    1. Candle manufacturing industries employing 10 or more workers.
    2. Batik industries employing less than 05 employees.
    3. Commercial laundries employing less than 05 employees. (Laundry)
    4. Handloom mills or knitting or embroidery industries having 10 or more looms/machines.
    5. Commercial level coconut oil extraction industries with a production capacity of less than 200 liters per day.
    6. Commercial plant oil extraction industries with a production capacity of less than 10 liters per day except coconut oil and ayurvedic oil extraction industries.
    7. Industries manufacturing or bottling non-alcoholic beverages with a production capacity of less than 100 liters per day.
    8. Paddy mills with dry processing processes having a production capacity of 500 kg or more per day.
    9. Grinding mills with a production capacity of less than 1000 kg per month.
    10. Tobacco drying industries employing 10 or more and less than 25 workers or manufacturing cigarettes or other tobacco related industries.
    11. Cinnamon fumigation industries with sulfur fumigation having an input capacity of 250 kg or more per batch.
    12. Edible salt packing and processing industries employing more than 05 employees.
    13. Commercial tea blending/brewing industries employing more than 05 employees.
    14. Food manufacturing or processing industries employing 5 or more and less than 10 employees.
    15. Commercial bakery and confectionery manufacturing industries with input capacity of less than 250 kg of flour per day.
    16. Poultry farms with 100 or more and less than 500 reared birds at any one time.
    17. Swine or cattle farms with 5 or more and less than 10 full-grown animals at any one time.
    18. Goat farms with 25 or more and less than 50 grown animals at any one time.
    19. Mixed farms where the total number of reared animals is 100 or more and less than 500.
    • Ratio for Mixed Farms = Number of Birds + [50 * (Number of Pigs + Number of Cattle) + 10 * (Number of Goats)]
    1. Places where storage capacity is 100 cubic meters or more for fruits or vegetables or meat or other foodstuffs.
    2. Concrete Precast Industries.
    3. Mechanized cement block stone manufacturing industries.
    4. Lime kilns with a production capacity of less than 20 MT per day.
    5. An industry that employs more than 05 employees and uses “Plaster of Paris” as raw material.
    6. Belly Shell Cutting / Scattering Industries.
    7. Tile and brick kilns.
    8. Industries manufacturing glassware without glass liquefaction process.
    9. Black stone cutting and polishing industries.
    10. Technical drilling activities carried out by blasting one borehole using explosives.
    11. Wood mills with a sawing capacity of less than 25 cubic meters per day or wood-related industries employing 05 or more and less than 10 workers
    12. Industries using boron treatment method for wood tanning.
    13. Carpentry industries using multi-purpose carpentry machines.
    14. Non-residential hotels or restaurants or function halls employing 05 or more and less than 10 employees or food preparation places or catering services employing 10 or more and less than 20 employees.
    15. Hostels or similar lodges with a daily occupancy of 25 or more and less than 100 persons.
    16. Garages that carry out vehicle repair or maintenance work that does not carry out spray painting or vehicle air conditioning repair maintenance or installation.
    17. Container terminals that do not carry out vehicle services.
    18. Presses and type printing machines not including lead melting.
    19. Malshalas with mortuary arrangements
    20. Any activity/industry employing 10 or more and less than 50 workers per shift not included in section “ d ” of this document.

    Documents to be provided to obtain an Environmental Protection Permit.

    • Completed application.
    • A copy of the land deed.
    • A copy of the approved plot of land.
    • A copy of the approved building plan.
    • Building Compliance Certificate.
    • Trade License.
    • Forest Conservation Department Permit (Wood Mills/ Carpentry Sheds)
    • Solid waste management and our water management system.
    • Other documents (recommendations of relevant institutions in the case of Maduganga, sanctuary region / related documents regarding the installation of fire protection equipment)
    • After you submit the application with the prescribed inspection fees to the local council, the inspection team will inspect the industry, and then forward the report to the Technical Committee on Environmental Permits for approval, and then proceed to issue an environmental protection permit to you.< /li>
    • License fees are valid for 03 years and again you should apply to the local council for renewal of the license 03 months before the expiry of the validity period of the environmental protection license. Please note that in addition to the license fee, there will be an inspection fee for applications that do not.
